DataHUB: automate configuration via API

Currently we cannot configure all DataHUB/gitlab features from argocd/helm. (More specific: we cannot configure those settings that are only available via Web interface and API). Some of these settings are important.

So we should investigate how to make use of gitlab API for configuration via helm (if not possible maybe also via ansible).
