New Command: registry attach

What would you like to be added:
Add a new command that allows to attach files to an existing artifact:
falcoctl registry attach override-rules.yml localhost:5000/falco-rules:latest
Why is this needed:
It would be easy for users to modify falco rulesfiles by attaching a new file to rulesfiles artifact
that would override/extend the existing rules.
Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale
.
Stale issues rot after an additional 30d of inactivity and eventually close.
