Re-joining Kyoto defaults to Annex 1 membership

As it stands, a country will be an Annex 1 country if it leaves Kyoto and then rejoins it.
It should rejoin Kyoto at a suitable level (depending on GDP and emissions? ie: Annex 1 if GDP and emissions are above the ones of the poorest and highest emitting Annex 1, and Non Annex otherwise?)
