Emissions Target not dropping enough

The emissions target isn't dropping fast enough.

I ran the simulation for 20 years, and the emissions target had dropped by less than 0.95 of the original.

We think this might be something to do with time service.

Should be fixed by 29dc5d7 and preceding commits. Bug was due to the way penalty was implemented as well as a negated value in Monitor.
