Setting of STORAGE variable

with the try / except on line 40 in 0_bootstrap.py

I am not sure what the logic is supposed to do. If it is supposed to look for the os.environ then set it it if it's missing then in a blank CML project it doesn't seem to be working. I had to manually trigger the lines under the except clause
