Add 4-bit MobileNet-v1 from Brevitas

Once the Trunc op export is finalized in Brevitas, the 4-bit MobileNet-v1 model from https://github.com/Xilinx/brevitas/tree/master/src/brevitas_examples/imagenet_classification would be a good addition to the model zoo.
