[Feature request]: adding the parameter to check or uncheck the 'notify subscribers about your upload'

While uploading there are several parameters for the video being uploaded. There is not one for this checkmark I am talking about. I have added a picture

The button is grayed out on the picture because it is on an already uploaded picture.

I have fixed it, created a branch and tried pushing, but i get 403. Do i need to be added as a contributor?
