add fedmsg notification hook

This will be awesome.

Hey ralph, can you expand upon this on for me. Just trying to get a better idea of how fedmesg bus can be used apart from, well, in my mind obvious ones. This one, I was like, huh, I wonder why he'd like to do that. :)

What's the purpose of the hook? What situations? Are you thinking consumer or producer?

Except, apps.fp.o is not a python wsgi app, so this could be much simpler. We could "just" append a javascript blob at the bottom of the page that opens a websocket connection and starts displaying notifications.

Going to close this one as 'WONTFIX'. As I look at it now, it just feels like overkill.

I was looking for a use of our (at the time) new websocket server. Bodhi2 and badges.fedoraproject.org make good use of it, so no need for this.
