Document the use of tiny-stage for contributions

We haven't updated the documentation when we started using tiny-stage. We should update our contributing.rst document to tell users to:

• clone the tiny-stage repo if it's not done yet
• run vagrant up ipa in tiny-stage
• and when it's done, run vagrant up in Noggin.
