Just looking at this, I think perhaps a confusion here is that it wasn't clear whether "Fedora IoT bootc" is its own base image or not.

Kind of implies that it's a base image (not strictly I guess...but building layered images in pungi would certainly be new territory for it) and we have a lot of container-native buildsystems available.

we need to change some wording here to make it clear we're gonna use tier-x
