Make sure labels like `build_failed/fedora-40-x86_64` are automatically created and have the same color.

I think it makes sense to call the labels: build_failed_on/<chroot>. We should also rename failed_on/<chroot> to tests_failed_on/<chroot> to make it more obvious. By "rename" I mean to use these names from today onwards and not looking back.

After this was merged I manually had to remove the os/ and arch/ labels from the issues manually. Here's how it looks for today's issue now:
