[RFE] Provide mtf-init script for generation config.yaml and simple tests

mtf-init script should be able to generate (config.yaml) or modify (minimal_config.yaml) and create simple python test for first try.

  • Think about parameters, what script can consume
  • Provide the tests for mtf-init scripts
  • Update documentation either as separate PR or in this PR.
