lots of the target audience will already have a ~/.rhm folder, so need a way of specifying the storage location (probably an ENVVAR, but possibly a cmd flag on all commands)

In #29 I changed the name of that file to ~/.rhm.cfg. I know this isn't exactly what's asked for here. But it does stop this conflicting with the ~/.rhm directory used by operations.
