Merging 2 mbtiles with different zoom scope

Hi i want to combine 2 mbtiles with different zoom scope
for example:
At the end We have a 2 layer in one mbtiles
one of them has a maxzoom=20 and minzoom=13 .
And another one has maxzoom=12 and minzoom=0.
How can i do this by tippecanoe?

You need to use the tile-join tool.
