Issue Description

Create a screen where the user can rate a neighborhood.
The user can select between 1 to 5 stars.
Optionally the user can like or dislike three factors:

  • Iluminação
  • Movimentação de pessoas
  • Frequência de rondas policiais

Tasks:

  • Create the rating screen.
