I'm looking for a way to package vagrant-lxc boxes via packer.
Do you think it is possible a write it based on the docker plugin?

Yeah, I want to make that happen and there are more people interested on it as well :-) Unfortunately I haven't had a chance to work on that since my golang skills are still limited ATM.
If you don't mind, since there is already an issue related to that on Packer's issue tracker I'll just close this for now. Feel free to continue the discussion either here on that other issue that I'll still be notified!
