Plow init generates `fieldFormatVersion`

Plow init currently generates a registry:fieldFormatVersion, which deviates from the registry:ontologyFormatVersion, which we assume at every other location in the tooling.

Unsure which version this occured on. As fieldFormatVersion doesn't appear anywhere in the codebase anymore, I'll assume that this has been fixed in the meantime.
