Shift wont maximize chrome window that has focus

Seems like if have multiple instances of chrome browsers but only 1 has focus, maximize doesnt work, and instead finds the next application open and maximizes that instead. if no other apps running it does not do anything

A side effect of this seems that once background app was maximized, no other shift executions work on that app once brought into focus, and you have to manually change the size
