Suggested Changes for Improving the FIPs Process

The recent v14 network upgrade included 6 FIPs, more than ever before!!

As we think about future upgrades and the large enhancements that the Filecoin community is currently working on (FVM/WASM, Snap Deals, etc.), it's important that we make sure the FIP process supports these changes by being flexible, easy to understand, and increasingly transparent.

I recently proposed some FIP process changes that I think will help get closer to these goals, and support the participation growth we've seen in FIlecoin governance (and the broader Filecoin community!)
