I'd like to solicit feedback on filecoin-project/FIPs#769 during the next core devs meeting. We're hoping to get something like this ready by nv21, if possible, although we realize the timelines are rather tight.

@Kubuxu you should lead a discussion of FIP-0067 in preparation for kicking of acceptance process. We can discuss whether or not to implement any of it.
