FIL Section 4 Numbering & Dashboard Inconsistency

I've figured out that the dashboard is inconsistent with the layer 2 and 3 subsections when it gets to section 4. I can't really figure out why, as I don't see anything different in the front matter of those subsections. In some files there's the bookCollapseSection: true flag, but I'm not sure this is the reason for it.

I also see some inconsistencies in the numbering of Section 4. For example, Section 4.2.16 "Notation, Constants and Types" is 4.2.6 at the header of the section itself, although it comes after section 4.2.15 "Gadgets".

I'll investigate further, but any insights on how to fix these things will help me @olizilla @hugomrdias
