Updates to SMA and SPA

@nicola is currently writing a hackmd file with the most recent designs of storage miner actor and storage power actor (@anorth is aware).

Once the design work is done, this needs to be updated in the spec. Could either be merged/edited into the current spec, or remove outdated parts and point to actors as reference.
