Refine the navigation bar and document outline

Some folks would like to be able to use the navigation bar to see the entire heading structure of the spec

It would be nice to be able to expand multiple parts of the sidebar at once; I'd also like an "expand all" button.

can you make [the navigation headings] always be expanded
Is it that you can't find sections without seeing an over view of all the headings on the left?
That's correct. And given that now each section is a separate page, I have to wait for the whole HTTP RTT to get the next page, which makes skimming and understanding where things are and how they are organized much harder. The previous page solved this with a slider
