Monitoring balances wallet/contract addresses

Balance of following 4 types of addresses needs to be monitored.
- flink_service_contract address (spend link to get data from url): enought chainlink test token.
- DEX pool price_feed_address: enough usdc/wFile token in the pool to generate correct price
- All DAO Signature wallet addresses: enough matic(native) token to do tx.
- Wallet addresses to execute Unlock/Refund: enough matic(native) token to do tx.
