Aggregation to RoW

So the places where we aggregate to RoW actually matter a lot. I think currently this is not structured ideally. Instead of doing it more or less once towards the end for BTD and once for CBS it seems better to aggregate all parts of these objects asap.

Seems that most of CBS follows the structure in CBS already. I am not sure if this is a necessary change so I'm doing it at the end of 3_build_cbs.R for now.
