Create Working Group for reproducible-build related outputs

Part of #269. Please comment with suggestions to improve this list & discussion regarding how to tackle each item.
The policy working group will be responsible for maintaining all tools related to reproducible builds, including infrastructure as code and relevant CI/CD.
Action Items
- Determine Working Group Mission/Vision
- Decide on name for WG
- Outline initial WG leadership structure
- Outline initial WG meeting cadence
- Create a dedicated slack channel for WG
- Document whatever resulted from this task
We've determined that the best course of action will be to form this WG first.
I've requested that we schedule a working call with anyone with a strong opinion on the foundation of the WG. The intent will be to complete all 6 items above with concensus from that call, and kickoff the new WG at our next CFI community call.
Foundation Setting
Mission/Vision Statement
- We exist to develop, maintain, and document easily consumable infrastructure as code which can be used as a base for deploying systems in highly-regulated environments

WG Governance/Leadership Structure
Required:

Meeting Facilitator
- Enforces structure for public meetings

Embedded Maintainer
- At least one CFI maintainer must be allocated to focus on this WG specifically

Outline initial WG meeting cadence

1hr Monthly WG Call (offset by 2 weeks w/ All-CFI call)
