Add secrets so that build succeeds

I've added the build.yml to match the other projects, but the build fails to upload artifacts - @maoo does it need secrets installing for the repo to do this successfully?

Hey @gs-bracej -- looks like secrets have been set up for legend-shared and legend-sdlc, but not legend-sdlc. @mindthegab and I have reached out to @maoo to follow-up on this. (CC @swinslow)

@gs-bracej Secrets are also configured on legend-engine and legend-pure now, so from this standpoint you should be set also for the next modules.
