KMLLayer-based map sometimes places point placemarks behind the NC polygon, making them unclickable

So far I've observed this problem with the NC background layer placed first and partially with it placed last.
With the NCBG first, points from both the E and the W files were ignored on click in favor of the polygon.
With the NCBG last, points from the E file were clickable but points from the W file were not.

Setting zIndex
options with the bg lower than the icons fixed it.
