Translations of MTT - invite the partners

Preliminary research:

• There is a review role in Weblate
• The review role is not visible in our permissions page... even though reviews are enabled in translation flows.
• Seems we might need to go to paid version? (costs 100EUR / month for our project size)
• Weblate can also be self hosted.

so we sidestepped this one:

• we cleaned up the list of strings to translate
• each partner will be able to overwrite their own translation
• the rest we will manage like "normal" translators, as there is less a need to agree on a common translation
