Widget builder in GH Actions

Widget builder concept v10:

• we build on GH actions
• on proca-config repo, on branch Steinem, and on eci branches
• mostly automatic commits to that branch based on sever data (to avoid conflicts)
  (Some way to be able to not have a conflict if we push manual)
• main branch used for our manual commits; we will see if there is divergence between Steinem branch
• after build GH action upload to CloudFlare CDN - fastest there is possibly
• for ECIs scp to eci host (Via scp only account)
