i18n: unavailable language can set via `lang` command without error

You can set language that currently unavailable. (like QB_sy)

Steps to reproduce:

  1. run {prefix}lang (unavailable-language-code)
  2. Language changed message printed instead of error

Developer comment:
The file (unavailable-language-code).json is created on lang folder when you run the command, means NO ERROR MESSAGE.
