hover over toolgroup not working

Not sure if I'm missing something but nothing happens when I hover over tool groups when menu mode "show on hover" or "show on hover in single columns" is marked.
Hover works fine when "show on click" is selected".
Hopefully this .gif makes it clear.
System info:
Fedora 31- Gnome Wayland session
Driver: amdgpu
Flatpak 1.4.4
Gimp 2.10.20 - Flathub build

It was confirmed on the other bug report this is not exclusive to the flatpak version. I guess I can close this here.
