Support panning & zooming for navigation

Currently, we only support scroll-based view navigation. There should be a second option to switch to pan&zoom.
Why?
- This would be super useful for dense cluster views where you only want to look at a certain region.
- Automatic piling with pan&zoom is essentially Scalable Insets
