Enhancement: various tts enhancements

Hello,

First off, thanks for this. It will help when I can't look at chat, but there are a few ideas I have to help with when chat is busy.

First, a setting to adjust when tts cut off would be nice for when there are long messages, i.e., set in seconds how long tts should play before moving to the next message.

Another good one would be either a timer to kill tts playback for a set time on a raid event depending on the raid size or have it not playback similar or repeated messages after a raid or just in general.

Also a bypass or different timers for these for vip's and or subs.
