For easier access, and if people want to use it during onboarding, or get to it faster than settings :) whether as toggle or button etc. whatever is easier/looks fine.

I'd put it above Contact, Twitter, Discord (I think we can cut out "Contact" btw, replace with "About" - ppl can use twitter/discord or feedback form Jira)

Implemented.

The toggle appears in the footer on all pages except (when logged out) the landing page.

When logged in, the preference will be saved to your account. When logged out, it will be saved to your browser. This means that if you set the theme while you're logged out, logging in will reset it to your account theme. But registering an account will copy your browser theme to your account.

I think "contact" is worth keeping - some people want to contact us for things other than feedback. And personally I assume that feedback forms on websites will not be replied to and probably won't even be read.
