Create a CONTRIBUTING.md

Is your feature request related to a problem? Please describe.
There isn't a proper contributing document, so developers can't really work on the project

Describe the solution you'd like:
Must write out an entire CONTRIBUTING.md with the required hooks, tools, etc. It should outline the git branching model as well (GitHub Flow). Moreover, there should be information on how PR's work in the repository as well as information on pre-commits.
