Import CSS by theme instead of the whole sheet, use SCSS vars instead of CSS vars

Towards supporting browsers before css vars

Based on the Can I Use... CSS vars compatibility table it seems like this is actually unnecessary. It'd also be a pain in the ass for theme switching
