Visibility of learning locations in the app

Learning locations are displayed in the app, even though in the rights settings of the learning location object the rights for display and read are not set. Only with the "Online" switch you can control the display of learning locations in the app. This makes it impossible to set up learning locations (and to test them), which initially should be visible in the app only for course administrators and tutors.
