Move to leveraging the terraform-provider-release github action

A lot of upstream providers already use this, including:

• https://registry.terraform.io/providers/hashicorp/aws/latest
• https://registry.terraform.io/providers/hashicorp/google/latest

Closing this, there isn't much benefit from it as we need to use the outputs from goreleaser to add provenance which this action does not provide.
