Slicing error in Cura when using border

When creating a qr code with a border the resulting STL mesh seems okay in Cura but after slicing only shows as a single large block.
Repairing the mesh with Netfabb fixes this problem.
Also Prusa Slicer seems not to be affected, only Cura.
