Describe the bug

The optimum flight level calculated by the FMS does not take into account a minimum of 5 minutes of cruise flight. As visible on the following pictures, a 135nm flight had an optimum cruise level of 395 but, by inserting FL390 cruise flight (second picture) the airplane will never reach cruise altitude before the calculated T/D.
OPT CRZ
Topofclimb

Expected behavior

Optimum flight level requires at least 5 minutes of cruise flight.

Steps to reproduce

Insert a short distance flight into the fms, fill in second INIT page and observe the optmum flight level in the progress page.
