Attach binary to releases

It would be great if the binary of pagespeed_exporter were to be attached to each release assets.
This would be very helpful when working with non-container environments because right now it is necessary to build from source and thus install GoLang and other dependencies. If the binary were to be published with the release, the only step required would be to download the binary.
