Annotation visibility issue

When a tag in a tagset is marked as invisible (crossed out eye icon), then existing annotations with that tag are not visible. However, if one then creates new annotations with that tag, then only these new ones are visible (no change in icon state). This leads people to believe that the old annotations are gone and is not consistent.

One idea was to automatically make all annotations of a tag visible when a new annotation is created.
