Labels not created for newly added repository

I just added Git2Gus to https://github.com/heroku/heroku-buildpack-python via https://github.com/apps/git2gus/installations/new - the app was added however no labels were created?

Did the installation fail on the app's side?
There were already other repositories configured under the heroku GitHub org, so this was presumably a INSTALLATION_REPOSITORIES_ADDED event:
