Allow admin to select whether or not to include the default message in a badge achievement email and notification

Quick feature writeup
Sometimes an admin wants to send a new badge achievement with a custom context. Right now we can customize the "message", but we cannot select whether the badge description should also be included.
By default it should be included, but the admin should have the option to not include it.
