Allow some badges to be awarded multiple times

Is this feature related to a problem? Please describe.
As a Forem admin, I want to award some badges multiple times to the same member, so I can reward them for taking positive actions within the community consistently.

- Allow some badges to be awarded multiple times
- Driven by a flag set on each badge
