Private comments (Post author only visible comments)

Is this feature related to a problem? Please describe.

• As a trusted member, I want the ability to leave private comments only visible by authors, so I can leave feedback on articles that aren't visible to other members.

• As any type of admin, I want the ability to view all comments, to avoid potential avenues for abuse.

Describe the solution you’d like

• A means of privately communicating with authors, allowing trusted members to provide feedback to the article privately, including typos, conventions not followed or warnings that don't need to be public.
• Only root-level comments should be able to be private comments. Root-level comments should display a checkbox that makes the comment "Only visible by the post author and {{community name}} admins".
• Private comments should be visually distinct, and inform the post author that only they (and admins) can see them.
• Private comment should be able to be replied to normally.
• Private comments should continue to be blocked if the recipient has blocked the author of the comment.
