[BUG] critical: on-the-Fly URL Trigger fires always

Issue Summary

On-the-fly URL triggers currently trigger ALWAYS which means that surveys are displayed EVERYWHERE to ALL users. Please merge fix ASAP :)

Steps to Reproduce

This survey should never be triggered (since it's not a valid URL) but is still displayed to all users (sidenote: maybe add an warning message that exact match requires a valid URL)

Expected behavior

Survey is only displayed when URL actually matches.
