Cant create a Admin account

I've tried everything according to instructions the time wheel spins and then nothing and cant move on to clean up can some one help this is so frustrating 3 formbuilders later can some one make one that works! all I want to do is have a contact form on my website that has captcha built in seems like a simple request???

Does someone have a solution for this? I have the same problem. Nothing happens when I try and create an admin account. Thinking it is maybe something to do with permissions, but chmod 777 the whole www folder just to check. still nothing.
