Show whether bot logs are enabled when running `logs` command

It would be helpful to know if a bots logs are enabled in the first place when running the logs command. Right now if a bots logs are disabled running forta-agent logs will not show anything. We should update the logs command to first print whether bots logs are enabled or disabled.
We can fetch if a bots logs are enabled via dockers API
